HB 451 has been proposed in the house and requires spaying/neutering of all dogs and cats by 4 months of age. there are a few exceptions, such as for show dogs, guide dogs, LEO dogs, racing greyhounds and animals with or working towards certain obedience titles. hunting dogs are nowhere listed. also, almost all dogs are not ready for any competition by 4 months so that makes most of these exceptions not even apply.
most of us would agree that the majority of animals should be spayed and only the responsible left to breed but this bill doesnt even allow that!!
