For those of you who want to stop this vote from taking place before more study and a better proposal can be developed, please read and sign the following petition. You can simply add your name to this list here, print it out and mail it back, or copy and email it with your name attached. THIS IS NOT INTENDED TO STOP ALL CHANGES, ONLY TO STOP THIS VOTE AND ALLOW FOR MORE TIME TO DEVELOP A BETTER PROPOSAL.
PETITION

We, the undersigned, come before the Florida Wildlife Commission and ask the governing Board of Commissioners to postpone any and all vote with regards to changes to the Florida Quota Hunt System.

We feel that the proposed changes are extreme and go against the spirit of the recommendations made by the general hunting public. Further, we feel that the current administration at the Florida Wildlife Commission has directly disregarded the instructions of the governing Board of Commissioners, ignored the work of the members of the Quota Hunt Work Group, and proposed methods and changes which would greatly hinder a more equitable distribution of hunting opportunities across the state of Florida.

We feel that if these changes, even on a limited basis, are implemented, further loss of hunting opportunity and revenue will follow, eventually ending public land hunting in Florida as we know it.

We respectfully ask the Boar of Commissioners to instruct the FWC to conduct a survey of all outdoorsmen utilizing the Total Licensing System so that true public consensus can be measured and a better and more equitable proposal may be implemented.

We further ask the Board of Commissioners to reschedule a vote on these proposals only after the requested survey has been conducted and the Quota Hunt Work Group has had time to review public input and adjust their proposal according to the will of the sportsmen of Florida.

As a member of the FWC Stakeholder WMA Quota Workgroup I want to state that the Work Group members support the latest FWC Staff proposal and does not call for "polling". The Work Group asked a University of Florida group to reveiw the possibilities of such a poll and it was found no reliable statistical data could be obtained as any "set" would be prejudiced and no cross section could be solicited.

Running a poll will not give a balanced response and will have no use and probably no influence.

What counts are some simple facts...

No other state has transferable permits because the system can be "gamed" to the advantage of a few individuals, especially those with expendible funding.

Florida's present system is "gamed" to the point that about 10 % of the permits go to names who never purchase a Florida hunting license. This "gaming" puts about 30% of all quota permits on the most popular WMAs in the hands of a small number of people....year after year.

The Work Group and the FWC Staff are proposing a nontransferable permit system proven successful in other states with the attractive feature of a "guest hunter" program that will allow a permit holder to share the hunt with a friend or family member.

I do not support any poll or other action that would delay the implementation of this fairer program and hope it will go into effect in the 2009/10 season.
