Children under the age of 16 when accompanied by a parent or other responsible adult are exempt. Read below cut form the 2005-2006 Regulations. The FWC officers are often mistaken on the laws they are supposed to enforce
The last line answers your question
LICENSE AND PERMIT EXEMPTIONS

or Resident Senior Citizen Hunting and Fishing Certificates.Residents age 65 or older may obtain, at no cost, complimentary hunting
and fishing certificates from county tax collectors’ offices.
• Georgia residents age 65 or older possessing Georgia Honorary
Hunting and Fishing Certificates and proof of age.

Got checked by the GW on opening day with my 14 yo stepson. He asked how old he was and we told went on his merry way. He hunts on my license until 16.

I would send a copy of the warning, along with a copy of the regulations to the regional FFWCC office for your area and ask that the officer be informed of the correct regulations.
