MINWR has construction projects going on which will negatively impact the duck hunting during this season. Although the projects are necessary, the timing is the issue. Additionally, it is planning on not offering quota hunts on the affected areas, thus, more hunters will be unable to get quota hunts, and there will be less hunters utilizing the refuge.
I find this to be less than coincidental. MINWR has a history of not giving a rat's posterior about duck hunters.
My question is, why is this happening now? Why weren't these construction projects started at the end of last season so they would be completed, and the areas recovered by hunting season? I think it is just one more example of MINWR shafting duck hunters.
I think UWF should address this issue so that hopefully it won't happen again.

I'm not sure if their fiscal calendar dictates projects.

I do know that they have been actively working on dike roads and watercontrol structures for the past few years.

It will be interesting to see what the effects will be this season. I doubt the birds will stop using. Their flight might alter, but if there is food and the habitat stays good they'll be there. Think of the trucks that park on the dike of area 1.
